Disclosed are compositions and methods for sustained percutaneous delivery o f a biologically active substance in a timed-release manner. For example, the compositions and methods can involve percutaneous injection into the tissue surrounding the adventitia of a treated artery at the time of angioplasty, thereby significantly lessening smooth muscle cell proliferation, and thus intimal hyperplasia (IH) and restenosis.
