PROBLEM TO BE SOLVED: To convert an audio signal into a frequency conversion signal from a time domain and to encode it at high speed. SOLUTION: A quantization precision guarantee part 5A calculates the guarantee value K(B) of quantization precision so that frequency information restored by using quantization data when a frequency conversion signal is quantized does not become '0'. A relative quantization precision deciding part 4 decides relative quantization precision FS(B) at every band and a quantization part 11 executes quantization by using the values and final quantization precision ASF(B) from quantization precision information Com common to whole bands. Thus, quantization can be executed by a simplex quantized loop only by a restriction condition for securing minimum quantization information.
