PROBLEM TO BE SOLVED: To suppress deterioration in image quality, by applying optimum compression processing to image compression information or the like, even when the image compression information or the like whose information quantity is varied or whose information quantity cannot be recognized is received so as to prevent occurrence of underflow and/or overflow. SOLUTION: A compression information analysis device 3 analyzes a configuration of a picture type of a GOP of the image compression information received by an FF buffer 2. Then a bit assignment device 5 generates a pseudo GOP of the received image compression information on the basis of N-sets of frames stored in the FF buffer 2 and analysis result information stored in an information buffer 4 and assigns a prescribed code quantity to each picture of the generated pseudo GOP so that the outputted image compression information has a 2nd bit rate.
