PROBLEM TO BE SOLVED: To provide a system that supervises occurrence of violence by terror ism that violently falls down structures such as iron towers supporting high voltage transmission lines, bridges, trolley stringing supporting poles, and anten nas of observatories by loosening bolts. SOLUTION: An infrared ray camera 102 is installed onto the top of a steel tower, supervises surrounding of its foundation from the right above through sampling, the infrared ray is converted into a digital image signal, presence of a criminal is decided by judging a motion, a size and its temperature, and a danger signal is transmitted to a supervisory center so as to prevent the occurrence of terrorism and to avoid damages in advance due to fall-down of the steel tower.
