PROBLEM TO BE SOLVED: To accurately calculate the accurate concentration of sludge. SOLUTION: The provisional concentration of sludge is measured by a microwave measuring processing means 41 and the integrated value of reflection intensity at the selected frequency of a certain band is obtained by a reflection intensity adding processing means 42. Thereafter, a temperature and conductivity processing means 43 calculates the effect of conductivity on the unchanged temperature of the integrated value and the change ratio of the integrated value by temperature and, after the processing by the temperature and conductivity processing means 43 is completed, the processing by a temperature and concentration processing means 44 is performed because the dielectric constant of sewage is reduced even if temperature rises and concentration rises. Next, a processing means 45 of the conductivity and concentration of sewage is performed but may not be performed when the coefficient of concentration is slightly reduced even if the conductivity of sewage is changed.
