PROBLEM TO BE SOLVED: To provide a floor heater capable of lowering the mean temperature of a warm water flowing to a floor heating panel to a desired temperature. SOLUTION: Warm water is circulated between a heat source 1 and a floor heating panel 2, and the surface temperature of the panel 2 is raised. A heat exchanger heat exchanges a forward tube 6 for passing the water from the source 1 toward the panel 2 with a return tube 7 for passing the water directed from the panel 2 toward the source 1. A temperature regulating valve 4 for opening/closing the tube 6 is provided between the source 1 and the exchanger 3, and the valve 4 is controlled at the timing of opening and closing the valve by a microcomputer 20 so that the temperature of the water flowing to the panel 2 is held at a desired temperature.
