PURPOSE: A device for automatically pre-recognizing an NTSC(National Television System Committee) way and a PAL(Phase Alternation By Line) way is provided to automatically recognize an NTSC way and a PAL way in a video CD of an A/V system of a car. CONSTITUTION: A device for automatically pre-recognizing an NTSC(National Television System Committee) way and a PAL(Phase Alternation By Line) way includes an A/V system(10) for outputting signal after recognizing whether it is an NTSC way or a PAL way, an MPEG CPU(20), an MPEG IC(30), and an R·G·B decoder(40). The MPEG CPU for outputting low signal if input signal from the A/V system is in the NTSC way and outputting high signal if input signal from the A/V system is in the PAL way. The MPEG IC for coding corresponding to the NTSC way if output signal from the MPEG CPU is low and coding corresponding to the PAL way if output signal from the MPEG CPU is high. The R·G·B decoder for decoding R·G·B signals and inputting the R·G·B signals into the MPEG IC.
