PROBLEM TO BE SOLVED: To reduce a temperature dullness in the end part and temperature rise in a paper non-passage part of an electromagnetic induction heat generating body to make the temperature distribution uniform in the lengthwise direction of the electromagnetic induction heat generating rotating body in a heater, an image heater, and an image forming device in an electromagnetic induction heating system. SOLUTION: The heater heats a material P to be heated by heat generating of a rotating body 9, which generates electromagnetic induction heat by the action of a magnetic field of magnetic field generation means 12, 13a, and 13b, and has a heat pipe 17 which is comprised of a metallic vessel, where operating liquid is enclosed, and a magnetic pipe which is externally fitted to this vessel, and the heat pipe 17 is pressed to the electromagnetic induction heat generating rotating body 9 and is rotated. The strength of the metallic pipe of the heat pipe 17 is higher than that of the metallic vessel. The metallic pipe is to have a flange to be a revolving shaft and is to be a magnetic metal.
