PROBLEM TO BE SOLVED: To provide a new forced-air cooling heat sink, which is capable of smoothly exhausting the atmosphere around heat dissipating projections so as to be improved in heat exchange efficiency, and a method of manufacturing the same. SOLUTION: A base 11 is totally or partially subjected to a forced draft from above heat-dissipating projections 13, and a slope 12 which inclines downward from the draft center to periphery of the base is provided on the base 11, a heat-dissipating projection group G, composed of the heat dissipating projections 13 arranged in rows on the slope 12, is provided, and the atmosphere which is moved between the heat dissipating projections 13 by a draft generated by a fan 2 or an exhaust is discharged smoothly outside of a heat sink 1 along the slope 12, so that heat exchange between the heat dissipating projections 13 and the atmosphere can be improved in efficiency.
