PROBLEM TO BE SOLVED: To provide a water activating device improving water quality without using chemicals to eliminate troubles of scale, slime and corrosion and capable of suppressing the propagation of Legionella bacteria and a circulating water cooling apparatus using the same. SOLUTION: The piping of a closed circuit is formed to the cooling column of a freezer and a water activator device 1 is arranged on the way of this piping. Flowing water pipes 15 are arranged in the water activator device 1 and granite porphyry beds 18, 19, 24 and an oyster-shell bed 21 are also housed in the water activator device 1. The flowing water pipes 15 and the main body case 12 of the water activator device 1 are formed from stainless steel being a metal hard to corrode to accelerate ionizing reaction due to the mutual action of the surface of stainless steel and the granite porphyry beds 18, 19, 24 to enhance the surface active effect of water.
