PROBLEM TO BE SOLVED: To provide an image forming device which forms a toner image based on a document picture on a recording sheet and fixee it on the recording sheet by heating and which can suppress a fixing defect even if the temperature of a fixing member, which heats a toner image during fixing is lowered, and to provide an image forming method. SOLUTION: The document picture is divided into four areas Ra to Rd, and stuck toner quantities Ta to Td of recording sheet areas corresponding to individual areas are obtained. On the basis of these forecast stuck toner quantities, stuck toner quantities of the downstream area of the recording sheet in the recording sheet carrying direction, which will be obtained by rotating the toner image based on the document picture 0 deg., 90 deg., 180 deg. and 270 deg. to form it, are obtained. The toner image is rotated at the angle which maximizes the struck toner quantity of the downstream area of the recording sheet, and is formed on the recording sheet. Thus the stuck toner quantity of the downstream area of the recording sheet is made equal to or larger than that of the upstream area. |
