PROBLEM TO BE SOLVED: To ideally backfill a tunnel of deformed cross section other than circular shape. SOLUTION: This sealing device 30 has a cylindrical body 31 of peripheral cross-sectional shape corresponding to the existing tunnel of deformed cross section. Sealing members 35 are provided coaxially and annularly around the outer periphery of the cylindrical body 31. A through-hole 32b is formed axially piercing the cylindrical body 31, and a connecting part 34 connectable to an inner cylinder 5 is formed at the end part of the through hole 32b. When excavating and pulling down the tunnel, the sealing device 30 seals between the existing tunnel and the inner cylinder 5.
