PROBLEM TO BE SOLVED: To prevent breakage of a frame by peak-cutting excessive shearing force to be transmitted from a viscoelastic damper to the frame. SOLUTION: A large number of slits 9 in the vertical direction are formed on a splice plats 8 to fasten a viscoelastic damper against a frame made of a pillar and a beam 2. The viscoelastic damper is fastened on the frame by a large number of small splice plates and the slits are secured between these small splics plates. A low yielding point metal material of extreme soft steel, lead alloy, etc., is used as the splice plates.
