PROBLEM TO BE SOLVED: To provide a remote monitoring control system that a plurality of users control a video camera, where a manager or a person having a specific right obtains a control right of the video camera to control the video camera even when other user has the control right of the video camera and the control right of the video camera of the party such as the manager or the person having the specific right is not transited to other users and they can occupy the video camera and control it. SOLUTION: The remote monitoring control system is provided with a user dependent priority storage section 42 that stores priority by each user and with a data processor 20 that has a camera control right judgment means 24 that sets a control light of a photographing device 30 to a user having higher priority by referencing the user dependent priority storage section 42 when a plurality of access requests comes to the photographing device 30.
