Compound has polymeric matrix and zinc based powder filler. Novelty is that spherical filler particles are calcined at 800-1400 C and milled. Over 50 mass percent of regular shape small particles measure 5-100 mcm; compound resistivity reduces by at least ten times with increase in electric field strength by at least 5 kV/cm in region where electric field strength ranges between 5 and 50 kV/cm; filler content amounts to 5-60 mas.% of total mass of compound and at least 85 mas. % of filler contains zinc oxide. As an alternative, compound may be formed in material layer. EFFECT: improved electrical characteristics of compound. 10 cl, 5 dwg
