Spiral- shaped electrode is mounted with clearance relative to working surface of dielectric element. Unit forming air gap presents at least two ribs uniformly distributed over circumference of dielectric element directed along element of cylinder of its working surface or at least two protrusions uniformly arranged over circumference of each turn of spiral-shaped electrode directed towards working surface of dielectric element.
