The fastening and locking device comprises a vertical base (11) fixed on the end upright of a flap. The base is shaped in its upper part so as to have a support and articulation surface for an activating pedal (12). On a part of its top is a guide sheath for a sliding rod (14). The rod is articulated and coupled to the pedal in its upper part by a connecting spindle (15). The pedal is activated by a balancing pole relative to its spindle (16) and has on either side its pivoting zone two bottom support zones (A1-A2) to ensure either the locking in position of the device by lowering the rod or the unlocking by raising the rod.
