PROBLEM TO BE SOLVED: To provide a single stimulating image quality evaluating device which can precisely evaluate image quality, without using original image. SOLUTION: A standardized image signal, i.e., a television signal is inputted as digital data to an image memory 2 through an input part 1. A basic arithmetic part 3 processes the image data read out of the image memory 2 to find and output a horizontal resolution Hr, a vertical resolution Vr, a horizontal crank degree Hc, and a vertical crank degree Vc as feature quantities of an image. A function conversion part 4 calculates six kinds of quality evaluation quantities, i.e., a horizontal sharpness Hs, vertical sharpness Vs, horizontal blockiness Hb, vertical blockiness Hb, noise quantity N, and quality Q by using the outputted feature quantities and outputs them in frame units. The six kinds of quality evaluated quantities can be represented on a predetermined scale.
