PROBLEM TO BE SOLVED: To provide a technology that can respond to strong needs of improving the image quality in response to the preference of users and of acquisition of a special image effect. SOLUTION: An image input section 106 inputs an image to be processed. A function acquisition section 104 acquires a function to convert an angle when each pixel of the image is represented by the angle in a hue space. An image conversion section 106 converts the hue of each pixel according to the function to generate a 2nd image. The function has a prescribed dead zone at which an input angle is outputted as it is so as to inhibit a change in the color in the zone.
