PROBLEM TO BE SOLVED: To obtain an economical system by simplifying processes. SOLUTION: A control-destination agent distributing means 4 generates and distributes a control-destination agent 6 to a supervisory control terminal computer 1 when a control-source agent 3 is initially actuated. A control request demanding means 5 sends a control request demand to the supervisory control terminal computer 1 which supervises and controls supervised and controlled equipment 30 with a requested control command and updates control management information 11. A control request receiving means 8 accepts the control request demand and updates control management information 7. An actual operation means 9 controls and operates the supervised and controlled equipment 30 and updates the control management information 7. A control operation result sending-back means 10 sends a control operation result present in the control management information 7 back to a supervisory control server computer 2 when the control management information 7 is updated. A sending-back means 13 sends the control result of the control management information 11 back to the request source.
