PROBLEM TO BE SOLVED: To provide a method by which a photographing plan for taking aerial photographs covering an area to be photographed is simulated. SOLUTION: In a method by which a photographing plan for taking aerial photographs covering an area to be photographed is simulated, unphotographable area thresholds, the photographing course for the area to be photographed, the photography lapping rate along the photographing course, the photography starting position in the course, and photographing positions in the course are set by preparing three-dimensional mesh data indicating the topography containing at least the area to be photographed and inputting the data in a computer together with parameters indicating photographing conditions, such as the photographing scale, focal length, film size, etc., and the numerical values of unphotographable areas at the photographing positions in the course are calculated. Then the propriety of the photographing plan is discriminated by comparing the calculated numerical values of the areas with the threshold. Since the number of the unphotographable areas is limited within a desired range in the photographing plan, aerial photographs for aerial photogrammetry can be taken by one photographing flight and, accordingly, inexpensive accurate aerial photogrammetry can be realized.
