PROBLEM TO BE SOLVED: To jointly use a screen display for voice response as response output from the system side to a user in the case of a voice conversation between the user and the system. SOLUTION: The system is provided with an understanding means 11 which is given an input and understands semantic contents of the input, a conversation management means 12 which makes semantic decision of response contents on the basis of the understood result of the understanding means, a response generation means 13 which generates a voice response output and a picture display output on the basis of response contents decided by the conversation management means, and output means 14 and 15 which output the voice response output and the picture display output generated by the response generation means.
