In a step S2, whether or not an unerected multiplexing inhibition flag exists among multiplexing inhibition flags corresponding to each channel is decided. When the unerected multiplexing inhibition flag is decided as existing, and an advance is made to a step S4, and a channel in which the value of a multiplex priority function f2 (lefttime, Pk (k)) is minimum is selected and multiplexed.</p> |
