PROBLEM TO BE SOLVED: To provide an initial actuation device, a computer system, an initial actuation method and a storage medium which can shorten a start-up time by enabling a program making the whole system operate speedily to be used after system actuation by increasing the expanding speed of a compressed program by using hardware which is built in the system and performs compression and expansion. SOLUTION: The system is equipped with a ROM 12 stored with a system actuation program and a compression program, a RAM 13 where the programs are expanded and executed, a compressing and expanding circuit 15 which compresses and expands data, and a CPU 11 which controls a series of processes for initially setting the compressing and expanding circuit 15, securing a memory when a compressed program is expanded, and compressed program expanding and compressed program operation.
