PROBLEM TO BE SOLVED: To reduce the power loss of the charging/discharging device of a secondary battery. SOLUTION: The charging/discharging device is provided with a power supply 3 for charging/discharging of a secondary battery BAT, a bias power supply 2 for compensating for the voltage drop of a charge/discharge path, a power control part including a transistor Q1 for controlling a charge/discharge current, switch circuits for charging (transistors Q2 and Q3, and diodes D2 and D3) for adding the output voltage of the power supply 3 for charging and that of the bias power supply 2 to the secondary battery BAT for applying via the power control part, and a switch circuit for charging (transistors Q4 and Q5, and diodes D4 and D5) for adding the output voltage of the bias power supply 2 to the terminal voltage of the secondary battery BAT for discharging via the power control part. The charging/discharging device is also provided with a voltage control circuit 4 for controlling either or both output voltages of the power supply 3 for charging and the bias power supply 2 by detecting the terminal voltage of the secondary battery BAT.
