PROBLEM TO BE SOLVED: To provide a transmitter that automatically detects a case where a carrier frequency is set to an erroneous value and quickly avoids radiation of a radio wave with the erroneous carrier frequency from being continued. SOLUTION: The transmitter of this invention is provided with oscillation circuits (5, 6) that can select an oscillated frequency from a plurality of preset selection frequencies, frequency measurement circuits (3, 4, 9) that measure an actual frequency of an oscillated signal from the oscillation circuit (5, 6), transmission circuits (11, 12, 13) that produce a radiation signal by referencing the oscillation signal, and a control circuit (7) that controls start of production of the radiation signal when the actual frequency is coincident with a request frequency to be oscillated from the oscillation circuits (5, 6). When the actual frequency is set to an erroneous value, the production of the radiation signal is stopped.
