PROBLEM TO BE SOLVED: To provide an intermediate transfer member and an intermediate transfer device which prevent generation of image inferiority by suppressing elongation of a rubber belt at the time of setting and driving the belt without using a fiber reinforced body while making the most of features which a rubber belt has and which can realize simplification of manufacturing processes and reduction of cost. SOLUTION: The intermediate transfer member of an endless belt shape is disposed between an image forming body and a recording medium, is circularly driven by a driving member, temporarily transfers and holds a toner image formed on an image forming body surface onto its surface and then transfers it onto the recording medium and further is made of whole rubber elastomer having JIS-A hardness of >=65 deg..
