Compounds having an sPLA2-inhibiting effect are provided, which are compounds of general formula (I), prodrugs of the same, pharmaceutically acceptable salts of both, or hydrates of them, wherein E is N or C-R<4>; G is N or C-R<25>; R<1> is a carbocyclic group, a heterocyclic group, or the like; one of R<3 >and R<4> is (L<2>)-(acid group) and the other is hydrogen, with L<2> being a group connecting with the acid group); A is an optionally substituted five- to eight-membered cycloalkane or cycloalkene ring; and R<24> and R<25> are each hydrogen or the like.
