摘要 <p>PROBLEM TO BE SOLVED: To reduce a processing delay time in communication channel coding/ decoding by a turbo code. SOLUTION: A transmitter side framing circuit 12 divides a synchronizing signal stream in a video packet in compliance with the MPEG-4 outputted from an information source encoder 11 into a plurality of signals, which are distributed into the information signal stream s as to produce an information signal stream INF. A communication channel encoder 13 adds a termination signal C to the INF to generate a check signal stream CHK. A rearrangement circuit 15 separately interleaves the synchronizing signal stream and the information signal stream in the video packet to generate the INF'. A communication channel encoder 14 adds a termination signal C' to the INF' to generate a check signal stream CHK'. At a receiver side, communication channel encoders 21, 22 are used to conduct decoding processing by using the termination signal C for the termination information in a 1st decoding step to detect the synchronizing signal stream. In a 2nd decoding step, the synchronizing signal stream arranged in dispersion is used for the termination signal to decode the information signal stream in a 2nd decoding step.</p>
