PROBLEM TO BE SOLVED: To provide a color antifog mirror which has antifog- and antiplate properties and shows a blue color on the mirror surface and which can be stably produced at low cost. SOLUTION: A Cr reflection film 8 is formed on the top surface of a substrate 3, and further a TiO2 film 10 consisting of a photocatalytic substrate (a photocatalytic layer containing a photocatalytic substrate) is formed thereon, and still further a porous SiO2 film 12 (a hydrophilic layer containing a hydrophilic substance) is formed on the surface. When the TiO2 film 10 is 80 nm thick, the peak of the reflectance appears near 450 nm wavelength and the mirror surface 14 shows a blue color. The mirror surface 14 showing a blue color prevents the glare of the sun rays in the daytime and gives excellent visibility at night. Water drops are spread into thin film state by the porous SiO2 film 12 to give the antifog properties. Since the interval between the surface of the Cr reflection film 8 and the mirror surface 14 can be decreased, formation of a double image can be prevented.
