PROBLEM TO BE SOLVED: To provide a horizontal synchronization clock generator and a horizontal synchronization clock generating method that can control a response speed in detail in response to a jitter quantity of a horizontal synchronizing signal. SOLUTION: The horizontal synchronization clock generator is provided with a phase comparator 101 that compares a phase of a received horizontal synchronizing signal with a phase of an internal horizontal synchronizing signal outputted from a frequency divider 108, a sbutractor 103 that subtracts an output of a phase differentiator 106 from an output of the phase comparator 101, a loop filter 104 that filters an output of the sbutractor 103, a frequency controlled oscillator 105 that controls its oscillated frequency on the basis of an output of the loop filter 104, and the phase differentiator 106 that detects a fluctuation in the oscillated frequency outputted from the frequency controlled oscillator 105.
