PROBLEM TO BE SOLVED: To prevent flawing a surface of a fixing roll due to pooling of offset toner in a part of a restricting member by effectively recovering the offset toner on the fixing roll upstream of the restricting member restricting release material. SOLUTION: In the device, the release material is fed from a felt 16 to a coating roll 14 that is abutted to the fixing roll 6 and the amount of the release material is restricted to be uniform by a blade 20 that is provided as the restricting member installed downstream of the coating roll 14. A cleaning means 22 provided with a cleaning roll 32 is provided between the coating roll 14 and the blade 20.
