PROBLEM TO BE SOLVED: To provide a measuring instrument capable of managing construction of a frozen mud wall effectively by measuring and detecting highly precisely whether a very small deflection is generated or not in the formed frozen mud wall, in a frosting work method, and capable of measuring whether a very small deflection is generated in a sheet pile, a column or a wall body, in other civil construction and building construction. SOLUTION: A deflection measuring tube 1 wherein a reference belt 2 as a target is fixedly arranged to be floated from a tube inner face along the longitudinal direction of tube inside, wherein guide rails 4, 4 are provided to be faced in parallel to the reference belt 2, and wherein a sonde 3 for measurement is attached movably to the rails 4, 4 is embedded in a frozen ground G, or is fixed to the sheet pile driven in the civil construction, the column of a building, the wall body or the like, the sonde 3 is moved on the rails 4, 4 to emit a laser beam R, an ultrasonic wave or the like from the sonde 3 toward the reference belt 2, and the frozen mud wall and the like are measured thereby to control whether the deflection is generated or not in the frozen soil wall 6, the sheet pile, the column, the wall body or the like.
