PROBLEM TO BE SOLVED: To eliminate requirement of a backup device for preventing coming off and to apply a sufficient sealing function even when the inside pressure of a pipe is high. SOLUTION: The diameter of a pipe clamp 4 is decreased by moving a clamp base 3 to an axial end side in relation to a base member 2, and a pressure contact inner peripheral surface 4c of the pipe clamp 4 is pressed to contact with the outer peripheral surface of an end 1a of the pipe 1. In accordance with movement of a pressing fitting 9 to an axial side in relation to the base member 2, a seal member 8 is at least axially compressed between the base member 2 and the pressing fitting 9. Thus, coming off a shaft member 5 to an axial end side in relation to the base member 2 is suppressed, and the seal member 8 is swelled inward and outward in the diametrical direction for pressure contact with the outer peripheral surface of the shaft member 5 and the inner peripheral surface of the end 1a of the pipe 1.
