<p>PROBLEM TO BE SOLVED: To improve efficiency of compression of an image, including the image of a person. SOLUTION: The area of a human image is extracted as an area of interest by an area determination block 5 from an image picked up by an image pickup camera 1, and for example, a compression part 6 compresses the image by holding image quality high by suppressing low only the compressibility of the area of interest in the whole image and also setting the area of the other background image to high compressibility. While the center human image has high image quality, the total compressibility is made high to reduce the total capacity of the image which is compressed.</p> |
