PROBLEM TO BE SOLVED: To provide a method for controlling power in a transmission link between a center station and terminals in a point-to-multipoint communication network and a system for executing the method, which is suitable for the execution condition in a satellite access network or a ground point-to-multipoint access network. SOLUTION: A transmitter means transmits a plurality of reference signals 4 to a plurality of receiver means 2. Each means 2 measures quality in each signal, decides the reference signal 14 corresponding to the means 2 and indicates the corresponding reference signal 4 to the transmitter means 1. Then the means 1 adjusts the transmission power level of traffic data 3 only in the case of a request by the indication.
