PROBLEM TO BE SOLVED: To enable automatic setting of a supervisory area and holding of the set area when supervising a state of the supervisory area on the basis of a video image of a supervisory camera. SOLUTION: A video input section 1 receives a video image from a supervisory camera 6, an image processing section 2 applies image processing to the video image from the video input section to detect markers at 3 points on a horizontal plane of a supervisory object, a camera parameter calculation section 3 calculates camera parameters by utilizing that the markers at the three points are placed at an equal interval on the horizontal plane, and a supervisory area setting section 4 uses the calculated camera parameters to set a range surrounded by straight lines tying the three points and straight lines in parallel with the straight lines tying the three points at a prescribed interval from them to be the supervisory area.
