A water miscible biocidal composition suitable for forming a clear microemulsion, a clear micellar solution or a clear molecular solution comprises a single solvating surfactant selected from the group consisting of an alkoxylated castor oil, an alkoxylated hydrogenated castor oil and an alkoxylated rosin, and a biocidal biologically active material dissolved in the solvating surfactant. The composition can further contain a co-solvent such as castor oil. The biocidal biologically active material can be a) iodopropargyl butyl carbamate; b) benzisothiazolones; c) permethryn; d) terbutryn; e) propaconazole; f) tebuconazole; g) 8-hydroxyquinoline; h) propiconazole; i) deltamethrin; j) cypermethrin; k) chlorpyriphos; l) 2-(hydroxymethylamino) ethanol; m) iodopropynyl cyclohexyl carbamate; n) N-cyclopropynyl-N1 -(1,1-dimethylethyl)-6-(methylthio)-1,3,5-triazine-2,4-diamine; o) 2,4-dichloro phenoxyacetic acid, butyl ester; p) 2,4,5-trichlorophenoxy acetic acid, ethyl ester; q) 2,4 dichlorobutyric acid, ethyl ester; r) chlordane; s) piperonyl butoxide; t) bromoxynil; u) isobornylthiocyanoacetate; v) iodopropargyl succinate; w) 5-chloro-2-methyl-4-isothiazolin-3-one; x) 2-methyl-4-isothiazolin-3-one; y) 1,4 -dichloro-2,5-dimethoxy benzene; z) orthophenylphenol; aa) azaconazole; bb) cyperconazole; cc) diiodomethyl-p-tolyl sulphone; dd) iodopropynyl phenylether; ee) cyfluthrin; ff) beta cyfluthrin; gg) lambda-cyhalothrin; hh) cyhexatin; ii) cyphenothrin; jj) endosulfan; kk) (1,4,5,6,7,7-hexachloro 8,9,10-trinorborn-5-en-2,3-ylene bismethylene) sulphide and ll) fenitrothion.
