PROBLEM TO BE SOLVED: To perform transmission control and change of a program information signal to be broadcasted, in real time. SOLUTION: A data server 106 transfers data on program information contents prearranged to be broadcasted to an EMC 107 beforehand. Then, index data about a program information signal switched by a switcher 101 are transferred from an APC 108 to the EMC 107 at the time when the program information signal included in the transferred data are scheduled. The EMC 107 subsequently selects data about program information contents designated by the index from among the program information contents prearranged to be broadcasted, which are transferred from the server 106 beforehand, on the basis of the index data transferred from the APC 108, analyzes the selected program information contents and controls the encode processing of an ENC 102 and the multiplexing processing of a MUX 103 in real time on the basis of the results of the analysis.
