PROBLEM TO BE SOLVED: To provide a controller for alternating current-to-direct current conversion devices that is capable of starting a converter performing inverting operation with reliability even if an alternating-current system connected to the converter becomes a no-power supply system or becomes a no-voltage system before the converter is started. SOLUTION: Controllers 21 and 22 can be set as a paired bypass. In the case an alternating-current system 92 connected to a converter 2 on the side where inverting operation is performed becomes a no-power supply system or becomes a no-voltage system before the converter is started, when a starting command is inputted and starting conditions are met, a deblock signal for changing gate block state to deblock state is outputted from a sequence portion 222a. The deblock signal is interlocked at an interlock portion 223, and further a deblock signal is outputted through a flip flop 224.
