PROBLEM TO BE SOLVED: To provide a method and an apparatus for analyzing dioxins whereby a concentration of a harmful substance, e.g. an organic halogen-based compound or the like in seepage water from a reclaimed land, an industrial drainage, etc., is measured. SOLUTION: There are provided a laser 14 for irradiating a laser light 13 onto a surface of a solution 12 to be measured in a container 11, a counter electrode 15 set opposite to the surface of the solution 12 in the container 11, a high voltage power source 16 for impressing a high voltage between the counter electrode 15 and the container, and a data-processing means 17 comprising an amplifier 17a for amplifying obtained current signals, an A/D converter 17b for converting analog signals of the amplifier to digital signals, and a monitor 17c for image processing signals. The surface of the solution 12 is irradiated with the laser light 13, whereby dioxins of the surface are multiphoton ionized. The concentration of dioxins in the solution is measured in this manner.
