PROBLEM TO BE SOLVED: To reduce noise and the flow resistance of cooling air by eliminating use of a stopper block, thereby preventing turbulence of cooling air. SOLUTION: One end of a torsion coil spring 5 is fixed at a hole 11 formed in a rotating plate 2, therefore a stopper function is provided for the other end of the coil spring 5, thereby eliminating use of a stopper block disposed before on the side of a fan blade 4 to prevent turbulence of the cooling air. It is thus possible to reduce noise and the flow resistance of cooling air.
