PROBLEM TO BE SOLVED: To provide an image processing unit that automatically sets a concerned area in an X-ray image, encodes the image of the area, increases the information quantity of the X-ray image in the concerned area much more, compresses the information and encodes the compressed information. SOLUTION: A discrete wavelet transform section 2 uses discrete wavelet transform to transform a received X-ray image, a quantization section 3 quantizes a coefficient value corresponding to the concerned area by regarding the coefficient value to have a relatively larger value with respect to a coefficient corresponding to a non-concerned area and an entropy coding section 4 generates a code sequence where the qantized coefficient values are encoded. A radiation area extract section 302 detects an X-ray radiation area of the received X-ray image and obtains a histogram of the pixel value of the radiation field to detect a void area and extracts the concerned area on the basis of the void area.
