PROBLEM TO BE SOLVED: To compensate for delay in a process in a broadcasting station and delay during signal transmission from the broadcasting station to a receiver when the broadcasting station transmits a digital broadcast signal to the receiver. SOLUTION: In the case of transmitting the digital broadcast signal to the receiver 200, this device advances a reference time by a timer 1071 provided in an APC 107 located remotest from the receiver 200 from the scheduled time in the receiver 200 as much as the total processing times of the respective processing of a switcher 101, an ENC 102, a MUX 103, a modulation device 104 and an EMC 106 and the delay during digital broadcast signal transmission to the receiver 200 by noticing that the processing is executed in the order from an APC 107 to the device 104, and makes the APC 107 perform control of the switcher 101 and the EMC 106 on the basis of time measured with the timer 1071.
