PROBLEM TO BE SOLVED: To provide a charging apparatus capable of inhibiting deterioration of a battery as a charging object, as well as a method of controlling charging and discharging and a memory storage medium. SOLUTION: The charging apparatus includes a constant current and voltage circuit 9a as charging means for charging; a first transistor 10; a discharging circuit 19, as discharging means capable of discharging to a prescribed voltage before charging; a fifth transistor 20; a key board 27 capable of establishing the charging completion time; a display 26 of conducting the visual or condition display; and an one-chip microcomputer 14 which operates the charging start time based on the completion time established in the key board 27 and controls to start charging if the time calculated by a real time lock becomes the charging start time.
