PROBLEM TO BE SOLVED: To reduce the power consumption of a communication device which is mounted on a vehicle and performs the optical communication of data with the communication equipment that is placed at a position near a road. SOLUTION: This communication device transmits up link light when it receives down link light from the communication equipment that is placed at a position near a road. The power consumption of a down link receiving part can be reduced by detecting intermittently the down link light via the control of a timer (S3). Then the up link light can be surely transmitted from both low and high speed vehicles by controlling the transmission timing of the up link light via the control of a timer (S11).
