PROBLEM TO BE SOLVED: To rationalize the assembling work while reducing the number of parts items and weight, and to rationalize the wiring work related to a wire harness of an electric system. SOLUTION: A main body part of an instrument panel 10 is formed of a foaming formed body 53 having a required thickness. In this foaming formed body 53, air blowout parts 34, 35 are opened in a surface of a side thereof exposed to an occupant chamber 40, and air flow inlets 56, 57 to be communicated with air blowout parts 44, 45 of an air conditioner unit 43 are formed in a back surface thereof, and air flow passages 58, 59 for communicating the air blowout parts 34, 35 with the air flow inlets 56, 57 are formed inside of the foaming formed body 53. Furthermore, housing parts 60, 61 for housing an on-vehicle equipment 50 or a wire harness 51 of an electric system are separately formed inside of the foaming formed body 53.
