PROBLEM TO BE SOLVED: To provide a W/O-type emulsion cosmetic having low viscosity and high inner water phase content, giving moistness to the hair and skin, forming moist skin, etc., free from stickiness, lightly spreadable on the skin, having excellent aging stability and having a water-phase content of >=60.0 wt.%. SOLUTION: The objective W/O-type emulsion cosmetic having low viscosity and high inner water phase content, containing >=60 wt% water-phase component and having a viscosity of <=10,000 mPa.s at 30 deg.C is produced by mixing 0.1-10.0 wt.% one or more kinds of crosslinked polyether-modified silicone of formula (1) ((1) is 10-20; (m) is 20-80; and (n) is 1-5) with other cosmetic components. Preferably, a pasty polyether-modified silicone composition produced by kneading the crosslinked polyether-modified silicone with a silicone oil under shearing force is used as the cosmetic.
