PROBLEM TO BE SOLVED: To provide a coating liquid which is excellent in transparency and stability and can form a transparent film excellent in adhesion to a substrate, film strengths, antireflection performance, chemical resistance, etc., and to provide a substrate with a transparent film formed from the coating liquid. SOLUTION: This coating liquid for forming a transparent film contains a sulfur compound and a matrix-forming component comprising at least one compound selected from among silicon compounds, titanium compounds, zirconium compounds, and their hydrolyzates. The substrate with a transparent film comprises (A) a substrate and (B) a transparent film which is formed on the surface thereof by applying the coating liquid to the surface and then drying and which has a refractive index lower than that of the substrate; or the substrate with a transparent film comprises (A) a substrate, (B) a transparent conductive fine particle layer which is formed on the surface thereof, and (C) a transparent film which is formed on the surface of the fine particle layer, is formed by applying the coating liquid to the surface of the substrate and then drying, and has a refractive index lower than that of the fine particle layer.
