PROBLEM TO BE SOLVED: To provide a resource allocating method which can allocate resources even to low-priority tasks at appropriate frequencies. SOLUTION: According to the weighting value wherein the frequency of allocation of a resource 23 is set for the CPU priority of respective tasks 221 to 22n, a task management part 21 sets the number of wait cycles of the CPU priority that the tasks 221 to 22n in a resource allocation waiting state, decreases the number of the wait cycles of the CPU priority each time the resource 23 is allocated, and allocates the resource 23 to a task having the CPU priority reaching the number of wait cycles which has been decreased to zero.
